In 2118, all the world's major countries are riddled with crime except Japan. Japan successfully implements an AI system, Sibyl, which monitors citizens' likelihood of committing crimes. The system has been successful for years, and the powers are considering phasing out the old-fashioned judicial system and allowing Sibyl to be the law's judge, jury, and executioner. Akane is the only person in power who believes the AI is flawed and that the old ways must be preserved to double-check Sibyl. During a meeting to discuss the future, Akane is informed of an attack on a shipping vessel and is led into an investigation showing how corrupt the system is.

This anime movie is the next installment of the Psycho-Pass television series. Watching the series and knowing it would be helpful, but the film gives enough backstory to make sense. The animation is a combination of 2D and 3D, which provides it with a more futuristic feel. The film is a political thriller with some action, which makes the movie's pace slow. The concept of the movie is intriguing and relatable to our current society. The movie is excellent for franchise fans; otherwise, it can be streamed at home.
